The application of Winn Bros. The toll rate to Salt Lake from Nephi has been 25c ever since the granting of the franchise here up until last fall, when it was raised to 75c. The city council strongly objected to this raise at the time, and have been cutting the company's toll bills down to the old rate ever since. Mayor Whitmore takes the stand that the advance in rates made by the Telephone company last fall is an unreasonable rate; that the city would not permit this rate to be replaced with an exorbitant one, and as the bills had been paid on the old rate, he did not consider the advanced rate a proper charge against the city. The city has told the Bell company to bring suit in order that a test case may be made of the matter.
