It has been held by courts that the notice of valuation, the first notice, must be sent to the stock holder himself. The custom has obtained in the past of considering that because our law requires that capital, surplusand undivided profits be taken into consideration in determining the value of bank stocks, that such funds as reported by the banks is truly representative of such value. This is not always the case for the reason that banks often set aside special reserve funds for the payment of taxes, dividends, and etc. thereby reducing their surplus or undivided profits; or they may also reduce such funds by "writ-n- g off" their valuable fixtures or other property. No such prac tices should be permitted in so far as taxation is concerned, neith er on the other hand, should banks be singled out and make .the sub jects of unjust or exorbitant val uations. Taxes on bank stock are paya ble, no matter where it is owned or held, at the place and in the taxing district where the bank is located. let us admon you to cultivate the confid ence of the people and to not per mit it to be abused by allowing the untruthful taxpayer to pull the wool over your eyes, as to the extent and value of his property, or through the fear of his thinking or saying unpleasant things to you or about you. Make him respect you by making him know that vou respect and honor the law under which you hold a commission, and the people, whose servant you are; and by making him know that your ability to discover his property is equal to his to conceal it. A fair, fearless and impartial administration of the law coupled with patience and forbearance will gain both the confidence and respect of the people and even that of the tax dodger himself in the end. Disclaiming any desire or effort to increase the taxes, maintaining instead that our sole object is the more equitable distribution of the public burdens, firm in the conviction that an earnest effort to apply the principles of the new law will result in a more even handed justice than has existed in the past, and with full confi dence in th e ability and integrity of the men chosen by the people of the sevvral counties tvo do well the work for which they were elected, we submit the foregoing tor vour careful cuidaoce and consideration.
