Appropriation legislation will be undertaken by congress before the adjournment for the holidays. There has been a general supposition that all measures of any character would be postponed until after the first of January. There are two elements In congress. One favors extensive general legislation. The other takes the position that, as a general tariff bill waa passed In the extra session, congress should be content to do little more this session than pass thaapproprl-fttlo- n bills. All recognizes, however, that some effort will be made probably to carry Into effect recommendations of the president whether contained In bis annual message or in special messages. He Is laying out frn extensive program, and nobody believes that It will be possible to do all that he will ask. His recommendations with reforence to railroad legislation are apt to give more trouble than anything else, because it Is expected that there will be a public demand for much that he will recommend, and because congress is always divided on the policy to be pursued with reference to the railroads. The conservation policy, postal savings, merchant marines and other questions will not attract so much attention, and may be more easily put aside than the railroad question.
