The Civil Service Commission (CSC) Retirement System is converting to a dual address system which will permit : it to mail annuity checks to a bank arid other related material to a The Department of Defense has directed that meal rates for lunch and dinner each be increased by 10 cents more than the pro rata part of the basic allowance for subsistence ( BAS ) . During the fiscal year hearings of the 1977 . Defense Appropriations Act, Congress directed that people receiving BAS pay a rate equal to the cost of the food served, rather than paying a pro rata part of the daily BAS rate. These additional meal charges were effective Oct. 1, but have no association with the pay raise on that date. The new prices didn't begin at Hill AFB until after Oct. 1 because of late receipt of the change. The new prices are presently in effect here. The stipulation was based on the belief that enlisted personnel who receive BAS and use government dining facilities should be charged at a rate equal to the cost of food consumed. Congress still views full payment of food served a better value than any other alternative for comparable meals. The Department of Defense, along with the services, has exempted various categories of duty personnel from paying . home address. Previously an annuitant could only use a home addres or a bank address, and, in the latter case, the bank was responsible for forwarding informational material to the annuitant. The new system is in effect in all but 13 states, Puerto Rico and the District of Columbia. The states are West Virginia, New York, Virginia, Maryland, Delaware, New Jersey New Rhode Vermont, Pennsylvania, Island, Hampshire, Massachusetts, Maine and Connecticut. Annuitants in those areas will be notified about conversion procedures in the mailing of their November checks. The dual address system will not be available to retired employes living in foreign countries. The CSC says it does not have immediate plans to modify current reitrement application forms and stresses that address may be entered on those forms. Instructions on the dual address system will be sent to new retirees in their first annuity check mailing. The CSC emphasized that retirement application forms can only contain one address. Any applications with two addresses listed will not be accepted by CSC. (LOGNEWS) the increased meal rates. Named Teresa Village, the home was officially opened Oct. 13, 1975, and is located about four miles from Eglin AFB, Fla. The village is supported by the Air Force Enlisted Men's Widows and Dependents Foundation, a nonprofit organization dedicated to residences to survivors of retired providing reasonable-cos- t Air Force enlisted personnel. University has established a centralized service to provide transcripts and certificates of course completion to former resident students of Air War College, Air Command and Staff College, Squadron Officer School and the Air Force Senior Noncommissioned Officer Academy. The registrar division of the 3825th Academic Services Group maintains official certified graduate rosters of students who graduate from Air University's resident schools. It will make available official transcripts and course completion certificates to Mutual Benefit Insurance Agency institutions or agencies upon written request from former students. Unofficial transcripts will also be available to students upon request. Transcripts will be furnished without charge. Transcripts for students who havecompleted the Air War College Association Program or the Air Command and Staff College Seminar Program will also be provided by the registrar division. Allen, who began her career at the GS-- 2 grade as a punched card accounting in machine operator been December 1953, has. promoted to the GS-1-3 grade position in the office of the AFLC director of civilian personnel. She soon moved to a position as a 24 -- civilian personnel staffing specialist. In 1974, she was promoted to a GS-1-3 grade as chief of the management division in the Computer Operations Directorate. She began her new duties with AFLC this month Mrs. Allen received the Civil Service Commission's Special Service Award in 1971 and an AFLC Significant Achievement Award in 1973.
