Carson Jr., who, as the Air Force Military Training Center, commander, has the overall responsibility of training all new Air Force enlisted people and many officers, explains why we have standards and why they must be and will be maintained. "It's a responsibility of command not only to direct what we want done, but also to explain it sufficiently that people understand why we want it done. The first step is setting the standards that will govern what we must do. AFR 30--1 , and others outline AFM is what expected of Air exactly Force personnel. This is an inconsistency which cannot be tolerated because its end result is complete chaos. "How many of you would driye your cars if you knew that there were no traffic regulations, or that no one obeyed the existing traffic laws? "More importantly, how many of you would even want to remain in handling, testing and disposal of missiles and munitions. And all this just covers safety "for the job." What we might call formal safety. The kind that can be planned for us in advance by engineers and technicians. Unfortunately, much of our time at Ogden AMA is spent in less controlled environments where no one can force us to be safe and we must depend on ourselves. This is where the safety business can easily get out of hand. Few of us seem to realize that, as we go through our daily routine, we are the potential victims in scores of accidents. Someday, some of us may find that we don't know how to drive, even though we've been doing it for years. Or that we're not as skilled with power tools as we had thought. Or that our great little production shortcut wasn't so great after all. Or that we can't even put one foot in front of the other on a trip to the washroom. These are the areas where the vast majority of our accidents occur. If you were to investigate any of them, you would find some amusing, some tragic, and many unbelieveable. But they all have one thing in common: they happen because we fail to organize safety in our personal activities. Don't leave safety to the specialists. Start thinking safety for yourself. Extend safety planning from your formal world at OOAMA into your private life. Obviously, you don't need an "operating instruction" for you do.
