President Richard M. Nixon has designated the week beginning May as Small Business Week throughout the United States. Through his proclamation, the President has recognized that small businesses provide the foundation for the American system of private enterprises; free competition. Congress has passed laws insuring that a fair share of government contracts are placed with small business concerns. The promotion of a healthy small business community is, as President Nixon stated, "a way to help make a countrystrongandfree and prosperous." Achievement of this objective cannot be realized without the assistance of everyone, including those who do not see themselves directly involved. Not only the Directorate of Procurement and Production is involved , but all who determine requirements and in any way participate in the process of acquistion of supplies and services. 13 13: Maj. McBride, Air Training Command commander. Describing the Air Force's to new approach the for recognition broadening training received in service, he said: "We believe our training pays a double dividend - not only to our national defense posture, but also in terms of later returning skilled manpower to our national civilian labor pool. For example, we estimate that 80.000 trained Air Force people return annually to the civilian economy - representing a refund to the taxpayer of about $300 million each year. Not a bad dividend! But. of course, we need to retain a sufficient number of our top quality people in the service if we are to maintain a quality force. And this we are doing. "For example, one step we have taken to enhance a full career for our people is the establishment of what we cab the Community College of the Air Force. The Community College is a nontraditional concept, but one which we feel is long overdue. Our objective is to erk form il from the civilian lousiness and educational sectors for the alue of Air Force trainirg Recognition for the individual - not the Air Force. recognition "In this regard, a milestone was achieved in December when the Southern Association of Colleges and Schools extended accreditation to the four technical training schools located in the association's geographical area -three of them in Texas. Technical training centers in Colorado and Illinois were accredited in March with the North Central Association. On the contrary, our young airman will be required to y civilian participate in educational programs - either on base on in the local community - in order to complete work toward his credential - which we have named a Career Education Certificate.
