Several attempts had been made to establish a system for hiring public employees on a basis of merit and fitness, but political parties had, for many years, developed their own systems. Political friends were hired, political enemies were fired, and with the inauguration of Andrew Jackson th idea that "to the victor belong the spoils" came into being. Job seekers all claiming political favors rushed to Washington with every new presidential election. History tells us that Abra-haLincoln was constantly plagued with people looking for political Jobs and as a result he strongly advocated a civil service merit system. His assassination came, however, before he could take steps to enact such a measure. Another assassination that of President Garfield by an unsuccessful office seeker triggered the proposal and passage of the Civil Service Act. Today we find our federal government manned by competent, honest and enthusiastic employees placed in their jobs by means of competitive examinations. Politics, religion, race or personal factors do not interfere with their appointment. Problems to be tackled have years ago our Government was conchanged, too. Seventy-seve- n cerned chiefly with taxes, tariffs and postmaster jobs. Today Federal employees struggle with electronics, missiles, space defense, foreign policy and other highly technical problems unknown to their predecessors. Every Federal employee is personally identified in some way with the work of the United States Government.
