The Army Emergency Relief supplements the American Red Cross, its purpose being to assist all army personnel, regardless of rank or service, and to render aid to soldier's dependents, without regard to the degree of relationship and including dependents of retired or honorably discharged or deceased personnel. Relief in the form of loans may be made for any amount consid ered necessary and justifiable by the responsible -- section officer, When loans are made the only stipulation is that when the soldier who receives the loan is able to pay it back he will do so. Where the ability to repay does not exist or seems doubtful, - a cash grant may be made.
