Increase in criminal and terrorist incidents—report suspicious activity BY STEVEN G. NUTT What to report 75th Air Base Wing Installation Antiterrorism officer O ver the last several weeks there has been an increase in surveillance and penetration attempts at military installations throughout the continental United States (CONUS). Some of these incidents have been nationally televised, such as the incidents at McDill Air Force Base, Fla., and Fort Gordon, Ga., but others include the unpublicized suspected surveillances of Westover Air Reserve Base, Mass., and Homestead AFB, Fla., have not. Although initial investigations into the events have concluded there was no detected nexus to international or domestic terrorism and that the events were not interrelated in any fashion, it is imperative that we remain alert to the possibility of follow-on incidents at other military installations, including ours. Due to the wide publicity these incidents have had both nationally and internationally it must be assumed that both criminal and terrorist players alike have been paying close attention and may be developing plans to exploit identified security vulnerabilities to gain access or carryout operations at other CONUS installations. As a reminder, no matter how well trained and vigilant our law enforcement and counterterrorism ^personnel are, they simply cannot be w everywhere, at all times. The eyes and ears of each member of Team Hill, as well as those in the local community, play an absolute crucial role in the prevention jof crime and terrorism. The base [populace knows best what activities do, or do not, belong in and around : their work areas, the installation, or within their neighborhoods and communities. I urge everyone on Hill AFB to be on the lookout for suspicious activities, and to report them • immediately to the Security Force Battle Defense Operation Center at (801) 777-3056 or (801) 777-3057. They are using cameras (either still or video), note taking, drawing diagrams, annotating on maps or using binoculars or other vision-enhancing devices. • ELICITATION. People or organizations attempting to gain information about military operations, capabilities or people. Elicitation attempts may be made by mail, fax, telephone or in person. • TESTS OF SECURITY. Any attempts to measure reaction times to security breaches or to penetrate physical security barriers or procedures in order to assess strengths and weaknesses. • SUSPICIOUS PERSONS/VEHICLES OUT OF PLACE. People or vehicles that don't seem to belong around the workplace, neighborhood, business establishment, or anywhere else. Remember for suspicious individuals incidents, provide as much information as possible including gender, clothing type and color, approximate height, distinguishing marks, etc. For vehicles a vehicle description including color, make, model and most important a license plate number (even a partial plate number), is extremely helpful. • DRY RUN. Putting people into position and moving them around according to their plan without actually committing the terrorist or criminal act. An element of this activity could also include mapping out routes and determining the timing of traffic lights and flow. • DEPLOYING ASSETS. People and supplies getting into position in order to commit a criminal or terrorist act. • ANYTHING OUT OF THE ORDINARY.
