Any enlisted man who has served honorably for a minimum of 36 months since September 16, 1940, may be declared surplus provided he is not classified in any of 96 MOS numbers and provided he is not classified in any MOS included in current lists of-. scarce categories. It is probable that contemplated liberalized medical standards will permit qualification for overseas service of personnel now physically disqualified. This directive in no way restricts release of personnel previously directed by Headquarters AAF under surplus authority. Personnel declared surplus under authority of this directive will be reported for separation as rapidnot ly as possible. However the release of such personnel will operate to delay the separation of personnel previously directed tinder discharge or surplus discharge policies. All enlisted men who are surplus to requirements for current mission of this command and who are otherwise eligible, but whose release is restricted, will be reported to ATSC headquarters for disposition. On and after December 15, 1945, travel to the Territory of Hawaii by dependents of the- United States Army and Navy personnel whose grade, rank, or rating entitles them to transporta- -, tion of their dependents at government expense and dependents of War Department and Navy Department civilian employes on permanent duty in the Territory of Hawaii is authorized. The first commanding general of ATSC in 1945 was Lt. Gen. William S. Knudsen, who had held this office since ATSC was formed by combining the Air Service Command and the AAF Materiel Command. Under Gen. Knudsen, ATSC became the largest single command in the Army Air Forces. Maj. Gen. Bennett E. Meyers assumed command of ATSC on May 1, 1945, when Gen. Knudsen was called to Washington, D. C, to devote his entire time to production duties in the office of the undersecretary of war. The two generals had performed the task of combining the Air Service Forces and the Materiel Command in 1944, after which Gen. Knudsen became director of the new branch of the AAF and Gen. Meyers' assistant director. Illness Forces Rest Gen. Meyers was in office only a short time when illness compelled him to take a rest leave. Maj. Gen. L. T. Miller then assumed command of ATSC as acting director on May 23, 1945, while serving as chief of the ATSC supply division. Then, on June 20, 1945. Gen. Knerr assumed command as com manding general after having served as deputy commander of the United States' Strategic Air Forces in Europe. He held this position until Gen.
