Show UTAH IS NOT LOSING MANY TEACHERS UTAH FOUNDATION REPORT DISCLOSES Contrary to a commonly held mistaken Impression, Utah is not losing a large proportion teachers to other states. of its Ttiis point was brought out in an analysis (prepared by Utah Foundation, the private governmental research organization, of the annual teacher personnel report of the 'Utah State Department of Public Instruction. Th Foundation study shows but that- - 732 mately or approxiof the graduates persons, 70 Infrom Utah teacher-trainistitutions who taught anywhere last year, acceped teaching positions in Utah. This (percentage (70) is identical with the pro ng portion of the teacher-trainin- g graduates who were residents of Utah. From this, the Foundation concludes "it iwould appear that the teacher graduates from the Utah Institutions Most' to other states were mainly residents of those etates to begin with." Approximately a third of the teacher graduates for one reason or another do not enter the teach ing profession immediately after graduation. According to the sihdy, many of these are girls who marry and assume home-makiduties; while others are students who wish to continue their formal . studies. Foundation analysts point out that Utah recruits a substantial numibiT of teachers from other states each year. Last year, for example, a total of 206 persons who taught the previous yar in soma other state accepted teaching positions in Utah. Surprising of these ly enough, 25 teachers came from California a state ranking near the top in teacher salary levels. out-of-st- probably could obtain even more teachers from other states, the study continues, were it not for a school health education requirement which prevents some teachers from securing certification and employment in Utah. This provision was amended in 1955 iby .the Utah Legislature so that the State Board of Education now may prescribe the health education requirement needed for certification. The Foundation, therefore points out! that "if the health education re quirement is posing a major ob stacle in the recruitment of (teachers it could ' be modified by action of the State Board of Education." The Foundation report observes that data giving the reasons why teachers left their positions were not published toy the State School Office this year. Information for the previous year, however, indicates that family and personal reasons are the major faitors in determining where a teacher will teach, and particularly in the determination of teacher movements from state to state. Another important source of, teachers for Utah schools, accord ing to the Foundation report, is former teachers and former grad Proven - by effective service to Utah. No new teach er employed last year had less than three years of college with 96 having four or more years. Still another myth dispelled by the Utah Foundation research study pertains to the quality of Utah teachers. According to the report, "the level of academic training among .Utah teachers has been improving steadily dur ing recent years." In 1961-6- 2 Hewer than 2 of all Utah teach era did not have a bachelor's degree. By contrast, nearly 16 of Utah 'teachers in '1962-6- 3 were teaching without a college de gree, it was noted. Another indication of this improvement, pointed out in the study, is the rapid decline of teachers teaching with qualifications. 'Emergency" teachers teaching with temporary letters of authorization totaled of Utah's total teach 447, or 4.6 ing force in 1981-6- 2.
