However, he and his family have repeatedly indulged in a vicious campaign against the administrative body of the City, accusing us of going to appoint so and so as Chief. I feel it is a sad situation when a man cannot stand on his own two feet and apply for a position on his qualifications and his capabilities to do the job, rather than pressure tactics which accomplish his purpose. I don't think the tactics which have been used in this campaign were at all necessary. I know that in my way of thinking, this campaign has had a very negative effect. I cannot speak for the Council, but we shall see what the end r esuld will be. As I previously mentioned, my recommendation will be made strictly on a basis of qualifications. I have the record of evaluation which I have assembled and will be glad to go over them item for item. The evaluation is on two of the applicants which I had been informed would apply; however, I will be glad to review the resumes of any of the other applicants and evaluate their qualifications before making a recommendation to the Council. One other point I would like to clear up and then we will proceed with the reading of the applications. Information has come to me that the statement was made by one of our present officers to the effect that if he did not get the appointment, he would resign from the department. Of course, this is like a great deal of the other gossip that is going around town, pure hearsay. If, however, he did make this remark and this is the way he feels, I think it would be the best for the department and for himself if he did resign if he doesn't get the appointment. I have served on this council for almost 20 years, 18 of those years as head of public safety, which includes the police department. The members of this council are all veterans with many years of service to their credit. We have worked with our Police Officers, we know what their capabilities are and where they are best qualified to serve. Petitions and pressure propaganda are no substitute for qualifications. We will make our selection according to our best judgment. I am sure that six of us sitting around this table are capable of making a selection that will best serve our community. Having the records and knowing the past working capabilities of the applicant gives us a little advantage over our citizens on the street who do not have that information to help them in making their decisions.
