The new bud?et shows a decrease of $6,205.90 from the current budget. Last year Helper City increased the mil levy from 13 last to 16 mills to make avaiWle additional revenue with which to operate city departments. The new budget, streamlined by Mayor Chris Jouflas and Councilmen has been adopted with the object of keeping well within the budget figures. James, son of Mr and Mrs J. E. James of Castle Gate, was awarded the Bronze Star Medial with Combat "V" at the Naval Weapons Station, Concord, California June 15th. The Bronze Star was presented ,to Lit. James for meritorious .service in Vietnam with Naval Advisory Group from March 1970 to March 1971, dur ing which time Lt. James served as Shipboard Adviser tc Ithet (Vietnamese Navy Fleet Command, providing advice and assistance in combat operation as well as training and administration. A part of the citation reads: "On 22 Oct. 1970, Lt.
