This action was taken on a motion by Rep. Teller who is reported to be opposed to the measure. The subcommittee is to be ap.. pointed by Rep. Barden (D..N.C.) chairman of the full committee. In the past he has been a strong advocate of states' rights and an., tagonistic to increasing the power of the federal government. GENERAL LABOR Legislation General Labor Legislation is in a somewhat similar situation but the consensus in Washington still is that Congress is unlikely to pass any effective measure at this session. 'Hearings have started before a Senate Labor Subcommittee head ed (by Senator Kennedy who has promised to report a bill to the Senate by June 10. However, he wants action limited to remedying the evils exposed bythe MoClellan Committee investigation.. Thus, if he has his way. there would be no recommendation for such basic action as placing the unions under antitrust laws, protecting the right of a worker not to join a union if he does not wish to d oso, and prohibiting political activity by unions. The voting record of the Senate Labor committee in recent years would indicate that there is little, if any, likelihood that it will approve legislation going to the heart ef the problem ef union .monopoly power.. In the House, the Labor committee voted (by a show of 18 hands' for a subcommittee headed by Rep. Perkins (D Ky) to begin hearings on general labor legislatioh as soon as practicable. It requires just a little practice to get used to the wider turns, extra weight and more gentle backing. Backing a trailer, however, can be troublesome even after practice. Main thing to remember, of course, is that you steer left to make the trailer go right. It sometimes helps to imagine that the back of your car is the front as you maneuver.
