Reservoir low because of heat Hot weather the past two weeks has drawn the Helper City water reservoir down to a low level, and according to City Councilman Ralph Noel, residents need to conserve water to build the supply back up. He said the reservoir was nearly empty Sunday. Noel said the rains over the weekend did help, but the supply is still low and residents are encouraged to water only early in the mornings or at night to avoid evaporation loss of water. The next month will be critical, Noel said, and any help in conserving water will prevent shortages or rationing in August. Replacing him will be Supreme Court decision affects convicted killers The supreme court's decision Friday that the death penalty is legal could have an impact on the three men convicted of killing a Price man and dumping his body near Helper last year. Allen Codianna, Paul Dunsdon and Gypsy Irvin Craig Marvel were convicted last year of killing Michael Thomas Hogan and all three have appealed their convictions. According to Attorney General Vernon Romney, none of the three are in any immediate danger of being executed for the crime. He said the appeals process could take months or years. The Utah law really has not been tested by the supreme court yet, but it appears to conform to the Friday's ruling. Utah Law requires that those charged with a capital crime be tried by a jury or the judge if the jury trial is waived and they determine the guilt or innocence of the person charged. The law requires that a separate hearing be held to sentence those found guilty.
