If the child is over feet tall, a shoulder harness should also be used. "Seat belts are no good unless they're used," says American Oil Company manager of safety, F. Curtis Smith. Through the picture windows she could see the families-moth- ers and fathers, boys and girls laughing and eager, decorating the trees. . . .
