Water companies needing assistance may have a project considered by the Board by filing an application with the member of the Board representing the river district in which the company is located. Clyde E. Conover of Ferron represents the Green River District which comprises Daggett, Duchesne, Uintah, Oarbon, and Emery Counties. Applications can be obtained from Mr. Conover or by writing to the Division of Water Resources, Room 435 State Capi-!o- l Building, Salt Lake City, Utah 84114. In general, all water conservation projects or improvement projects that make newly de veloped water available or better utilize present supplies for agricultural or other beneficial uses, meet the requirements of the law. Bach application will be considered thoroughly by the Board and will be acted upon on the basis of individual merit. Money advanced by the Board to sponsors for construction costs shall be repayable without interest. Each project will be considered to determine the number of years required for repayment. The Board requires the sponsor to provide a substantial portion of the construction cost in accordance with financial ability of the sponsor. This also is studied carefully by the Board and worked out to best meet the nepris cf the project. The law requires the State to take title to projects constructed as security for the work, however, the sponsor has the full use and management so long as payments are kept current. Additional information can be obtained by writing to Daniel F. Ireland, Spain and Portugal are among the poorer countries of western Europe, and yet communism has made the least inroads there. Neveahelcss communism, or Marxism, not as it actually is but as the rosy dream it is pictured to be, has great appeal for the uninformed. It is easy for the planners to make a government-directe- d economy appear very prosperous on paper, but it is very strange that so many of our intellectuals seem unable to distinguish between theory and practice. The people in all communist lands are hungry, poorly clad and poorly housed.
