Manager FORTH PURPOSE OF CHRIST SET NECESSARY UTAH STt 'T OF THE- - SWimft ASSOCIATION As stated last week we intend to continue the discussion of the necessity of loyalty to the home town and community in the matter of doing business. There is only one reason why towns grow and become prosperous and that is because of those who are loyal to their home institutions and industries and do business in their community. There is absolutely no valid argument for sending your money away from your home community. It is only by the merest accidental chance that one can hope to secure even a slight temporary advantage, and this is more than offset by the fact that the money has left the community never to return to the channels of trade in your locality. Of course a single small item sent away would not make much difference but when people send away so that it mounts into sums of thousands of dollars in the aggregate, then it becomes a very serious matter for the community. It everybody, for instance, in Helper would make it a practice to send away for their merchandise, etc., business enterprises of our city would vanish, for they could not live without patronage. It is only due to the fact that all do not send away their money that the community is able to survive and those who do business in their home town are the ones who should have credit for the schools, churches, and public conveniences that are only possible through the public enterprise and business of your home town. Of course, there are sometimes inequalities that arise to discharge home trade. There may happen to be a business man in the community who does not fully appreciate his opportunity for service to the people of his community. But it is a sure thing that he will sooner or later be eliminated, for business today, especially in the smaller cities and towns, is based on service. The value of the business done in the town is definitely reflected in real estate values throughout the entire county and neighboring territory, and thus brings the question of the importance of home trade directly to the door of the farmers as well as everybody else, for it determines the value of his farm. There is also the social side, churches, schools, etc., as well as many other things of a public nature to be enjoyed by the general public. Candidates for public office who do not wish to affiliate with a political party as defined in this act may be nominated otherwise than by a dir ect primary election in the manner following: A certificate of nomination shall be prepared which shall contain th names of any candidate or candidates for the office' or offices to be filled, their several post office addresses, if any, their several residences, and, if in a city or town, the street number of residence and place of business, if any, and shall designate in not more than five words, Instead ot the party, the political or other name which the signers shall select; pro vided, that no name of any political party as defined in this act shall be used, in whole or in part, for this purpose. Said certificate shall be signed by legal voters residing within the district or political division ir and for which the officer or officers are to be elected to the number oi at least three hundred when the nom ination is for an office to be filled by the voters of the entire state, or at least one hundred where the nomination is for an office to be filled by the voters of a district less than a state and greater than a county, or by the voters of a county of at least fifty when the nomination is for an office to be filled by the vot ers of a district, ward, or other division less than a county, other than a city. The signatures of said certificate of nomination need not all be appended to one paper, but no certificate shall be legal that does not contain the requisite number of names of voters whose names do not appear on any certificate previously filed under the provisions of this section; provided, that any such certificate of nomination may be amended in this last respect at any time prior to ten days before the CASTLES OF C, uij n.( . siY-hi- to place the nominating election under the regulations and protec tions in all respects of the law in force as to general elections. That all the powers and duties conferred and imposed by the laws of this state upon all public officials relative to elections and all laws relative to the conducting of general elections are, in every detail and particular, conferred and imposed upon each and all of suh officers in connection with the nominating elections conducted under the provisions of this act except as herein otherwise spec ifically provided. And whenever the provisions of this act in operation prove to be of doubtful or uncertain meaning or not sufficiently explicit in directions and details the general provisions of title 25, Revised Stat utes of Utah, 1933, and as subsequently amended, and the customs practice, usage, and forms there under in the same circumstance or under like conditions, shall be followed in the construction and opera tion of this act to the end that the protection of the spirit and intention of said laws shall be extended so far as possible to all nominating elections.
