It Is a question confronting the American public at the present. A question which is of the most viiai impui uince to me American public. But today railroad employment and the employment which come from the lauioHu purcnases are restricted because, since the low point of depression: Prices of the things which railroads buy have gone up, approximately 40 per cent. Taxes have increased, approximately 25 per cent. . Wages have risen approximately 18 per cent. While the level of freight rates has gone don about lTper cent and passenger fares about 18 per cent. So that today the margin between income and is so thin as to create a railroad crisis- -a crisis which is of outgo vital concern to agriculture, industry, every business, all of us. During the years our railroads were able to operate on a substantial margin of profit. During that time they expanded and spent money to cut down grades, straighten curves, strengthen bridges, improve signals, build better cars and more efficient locomotives. And the public you and your business have been the gainers in this process of bettering service and cutting costs During the period of the depression the railroads continud to increase their efficiency, reduce their costs of operation and improve their service. All this was done through the means of larger Investments, better plants and equipment. This investment helpe'd to create better condiions of business, through increased railroad at the same time that it made possible better methods of purchases railroading. The savings so made were passed on to the shippers and travelers rates. Between 1921 and 1936, the average revenue received by the railroads for hauling a ton of freight one mile declined from 1.275 cents to 0.971 cent; the average revenue for carrying a passenger a mile declined from 3.086 cents to 1.838 cents. In the first six months of 1937, there has been a still further decline in average revenues. The prevailing inadequacy of railroad revenues adversely affects every shipper, all business the whole American public. If long continued, it cannot fail to have most unfortunate effects not only upon our raifroads, but upon the whole structure of business. The proposed rates and fares will not be a burden upon general commerce, but will help to insure the adequate and efficient trans itu iduon, me prosperous and progressive railroads, without which we cannot have a prosperous nation. 1338 6, .
