Leopards L 1 ment. While candidates come and go, constitutional amend ments are known for their staying qualities. It is essential, therefore, that the citizens of Utah should not only acquaint themselves with the real purpose, both ap parent and hidden, of the amendments, but should also see to it that they do not forget to vote on the proposition on election day. As is well known, there is considerable dissatisfaction in some of our cities with their form of government. They now are opposed to the things that a few years ago they applauded. They have found that the experiment has not worked out. That is why the constitutional amendment is submitted -- to give the people the right to determine their own form of government; to write their own charters without legislative restrictions. This at once raises the question whether approval of the constitutional amendment will mean more rights to the politicians or to the people. If the people approve this amendment and the experiment proves a disappointment, how is the damage going to be undone? Knowing the history of amendments as we do, we are safe in saying that it will be a difficult task to make the change back to where we are. There is a strong feeling that the state cannot afford to relinquish its hold upon local government in the interest of uniformity of procedure and protection thruout the state. Is there another way out of the difficulty? Yes. If the cities wish a change in government they can apear before the legislature with their proposed new setup. That is the way that the commission form of government was established. The people went before the legislature, demanded it, and got it. Now they want to get rid of it. A study of the proposed amendment shows at once that it gives sweeping powers to the municipalities on the extent of taxation, on bonding and on other financial affairs in which the people are today so deeply and grieviously It is therefore a question whether it will prove to be in the interest of the people to remove these restrictions and limitations which the legislature has put on the taxing and bond- ing power of local officials. It resolves itself, therefore, into a taxpayers' problem. So there are two processes by which relief can be had. 1'j The way contemplated in the proposed amendment. If things do not turn out as we expect, we must again go before the legislature and have them pass another constitutional amendment to annul the one that is now proposed and then present it for the vote of the entire state for their approval. If this is what we want, and feel safe in doing away with present constitutional and legislative restrictions, then we should vote "yes" on the proposed amendment. 2. The other way is to go direct to the legisalture in case we are dissatisfied and get a change in our form of local government, without any constitutional amendment. If we feel safer in following that procedure, we should vote "no" on the amendment.
