The sale of this plant to the local power company not only provided part of the funds for retirement of certain municipal obligations, hut also the private ownership of the plant and equipment added its taxable value to the city tax i ells. Thus the contribution toward a lower rate was twofold, first iu reducing bond interest; second '.n increasing taxable property and thereby making lighter the burden of other taxpayers. Mrs. Palmer said probably the most outstanding part of the man ufacturing process will be the use of more than 500,000 sheets of gold for the stamping on the cloth-boun- d edition and gilding the edges and stamping the de luxe edition.
