Carbon Comity, Utah, January 29, 1931 Utah Legislature How In Nineteenth Session Tbe Utah legislature In its nineteenth session has moved In a deliberate fashion and at the end of the econd week of the session still had delved bet lightly Into Its program. The subject of new amendment to the constitution baa been considered to some extent. Four questions have been under consideration. These are: Affecting trial by jury, chools in the fire cities of the first and second classes, qualifications for membership in the legislature, and prohibition. The assortment of ubjeets is interesting, but none of them has much to do with taxation. Two taxation bills have appeared In tbe legislature. One has been Introduced in both houses. It is the tate tax commission's personal income tax measure. The commission forwarded it to the legislature Friday, January 16. It appeared for the first time in the bill files of the legislators in printed form Monday, January 20. Another bill from the same commission was submitted to the legislature Monday. If it does not make better progress than the first, ft will not be in the bill files until some time in February. There .are at least five more bills to come tefore the state tax commission. The other taxation bill Is a measure dealing with penalties for false or incomplete reports of property assessed. It was introduced by Senator Paul H. Hunt of Keetley. It has been printed, but so far has not received much attention from the committee so far as announced. Monday was the fifteenth day of session of sixty days, so that at the close of the day of the present session was passed. But because of the opportunity afforded me, I am going to avail myself of a few precious moments and tell you some things I've learned about Carbon county. I take it that it is not necessary for me to quote a lot of dry statistics on growth of population, coal production and mean temperatures; we can all arrange figures in such a way as to Justify our own views and to clinch, in a prima facie way at least, the argument or thelsis advanced. For these reasons I am going to refrain from entering upon a didactic discourse based apon stark figures; likewise I shall not be tempted to claim bombastic honors or declamatory laurels by the use of overdrawn expressions of imagery in speaking to you of Carbon county. Carbon county is located at the south and east of this western metropolis. It is unquestionably the richest and greatest county between Salt Lake City and Denver. Our i neighbors, Colorado, realize this and if it Is doubted, I may say that the business men of Colorado are sending their emissaries into Carbon county with a view of garnering the luceratlve business they find there. And, by the way, Denver, Pueblo and Grand Junction, Colorado cities take every opportunity to nurture Carbon county's business potentialities. Without directly censoring the citizenry or any locality, I feel that Carbon county will give Colorado more business in the future than it has in the past. And this has not been due to any positive acts on the part of Coloradoans. It is due, in a large measure to the deleterious effects of Salt Lake City's determination to install and use natural gas In the place and stead of native coal. We in Carbon directly feel the 'effects of the change-ove- r from coal to gas; you in Salt Lake City will feel the effects indirectly, though no less certain. If it is the policy of tbe major portion of this state to orient itself from the smaller sections, such as our county, then we must feel constrained to evaluate our resources and ourselves. This we have done and we feel that we have and produce commodities that warrant us in asking the support of our state. You are no more than we are, and I dare say that time will bear out my contention. To say that the people of Carand bon county have unjustly for some unknown reason enjoyed the contempt of greater Utah is to put it mildly. On many au occasion I've been tempted to say that I hailed from any place other than Carbon county. This impulse was a resultant, not fron y an innate badness of the but from the attitude to ward us that I felt existed among most of the people of Utah.
