Thomas Jefferson, author of the Declaration of Independence and founder of the Democratic parly, was the determined foe of the insiituliou of slavery, which his party was later to defend. Jefferson even inserted l clause against the slave trade in the Declaration of Independence, but it was struck out. When Jefferson introduced a measure in 1784 for the government of the southwest territory "ceded r to be ceded" to the United States, It was found that a clause prohibit iti slavery in this new tei ritory was included. The measure affected Kentucky, Tennessee and Mississippi, and later would have affected the vast territory comprised in the Louisiana purchase. The clause failed by one vote. It was known that a certain New Jersey member, who was absent that day. would have voted for it. Slavery in those days was not looked upon with great favor by any New England states large section. were rapidly emancipating the slaves a vithin their borders, and in federal law was passed prohibiting the slave trade. It was thought that slavery would gradually die out even in the South. Then Whitney invented the cotton gin, which separated tlte seed from tlte fiber, and cotton tooU on new vai ue. It became, in fact, the most Important American crop, and slave labor could be effectually employed in raising it. The South now became more warmly attached to t he institution than ever before, and the conditions that were to bring on the Civil war speedily developed.
