In the opinion of the City Council it is necessary to the peace, health and safety of the inhabitants of Gunnison City that this Ordinance become effective on the first day af- ter Passae aad publication in the Gunnison Valley News, and therefore this Ordinance shall take effect on the first day after its passage, ap b proval and publication in the nison Valley News.
