Show Page 5 The Garfield County Insider March 31, 2011 LEGAL NOTICE OF A FINDING OF NO SIGNIFICANT IMPACT The USDA Rural Development, Rural Utilities Service, has received an application for financial assistance from Boulder Farmstead Water Company. The proposed project consists of the addition of a new well, 250,000-gallon water tank and transmission piping to provide an additional source of water to the residents of Boulder Town. The proposed well and tank will be located north of the Boulder Town corporate limits in Garfield County. The transmission piping will extend mainly along State Highway 12 from the proposed tank near the Boulder power plant to the town spring. With the exception of the tank, most of the disturbance will be buried and out of sight. As required by the National Environmental Policy Act, the Rural Utilities Service has assessed the potential environmental effects of the proposed project and has determined that the proposal will not have a significant effect on the human environment and for which an Environment Impact Statement will not be prepared. The basis of this determination is an environmental assessment, which analyzes options for the needed improvements to the culinary water system and potential impacts to the environment, the findings of which state no known adverse impacts are known. In order to avoid or minimize any adverse environmental impacts, the Rural Utilities Service will require the applicant to incorporate the following mitigation measures into the proposed project's design: There are no mitigation measures anticipated for floodplains, wetlands, historic properties, water quality, transportation and noise issues. Prior to construction, a survey will be conducted in conjunction with UDWR and USFS to determine the presence of any endangered species. Mitigation measures will be implemented to protect any endangered species located during the survey. As to air quality issues, dust control mitigation measures will be taken to reduce dust from becoming airborne during construction.
