A group of citizens has requested that Wayne Community Health Center (WCHC) expand their service area to include Escalante and Boulder inGarfield County. What are Community Health Centers? According to the National Association of Community Health Centers, Community, Migrant, and Homeless Health Centers are non-profit, communitydirected providers that remove common barriers to care by serving communities who otherwise confront financial, geographic, language, cultural and other barriers. Also known as Federally-Qualified Health Center (FQHC Is), they: • Are located in high need areas identified as having - elevated poverty, higher than average infant mortality, and where few physicians practice; • Are open to all residents, regardless of insurance status or ability to pay; • Tailor services to fit the special needs and priorities of their communities, and provide services in a linguistically and culturally appropriate manner; • Provide comprehensive primary and other health care services, including services that help their patients access care, such as transportation, translation and case management; • Provide high quality care, reducing health disparities and improving patient outcomes; • Are cost effective, reducing costly emergency, hos- pital and specialty care, and saving the health care system between $9.9 to $17.6 billion a year nationally Several citizens have been working with WCHC director Gina Flanagan with the goal to assist in writing a grant application to expand their service area and take over operation of Kazan Clinic in Escalante (Garfield County). Owned by Escalante City, the Council has not taken any formal action on the grant application process. WCHC is one of 11 such centers in Utah, all privately run including two by Intermountain Health Care (IHC). And all 11 are members of the Association for Utah Community Health (AUCH), Utah i s Primary Care Association. Their website has statistics for each of the clinics. The most current data is for 2008, which states WCHC served 3,899 individual patients, and provided 15,068 patient visits during the year while supporting almost 26 full-time equivalent positions in it clinic communities of Bicknell and Hanksville. Payment records show 42% uninsured, 39% Private pay, 7% CHIP, 7% Medicare, and 5% Medicaid. Population information show 96% of patients White with 39% ages 45-64, 29% age 0-4, 13% age 5-19, 10% age 20-44 and 9% over 65.
