He spoke about their equipment, saddles and spurs and stuff, ‘Cause they had to pack all what they needed. Them old boys must have been tough. They had ‘em a sack of flour, prob’ly some sugar and rice, And an old Dutch oven to cook stuff in ‘til it was charred just nice. They had ‘em a way to carry some eggs, as through the sage they rambled. I’ve rode a horse, so I’m gonna bet them eggs mostly come out scrambled. If you forgot some item, you’d just have to do without. As you can guess, back in that day, there wasn’t no Walmart about. Poems written by Ray Conrad www.raymondconrad.com BOATING CHANGES AT LAKE POWELL Ramps closed at night NOTICE OF PUBLIC HEARING AND BONDS TO BE ISSUED PUBLIC NOTICE IS HEREBY GIVEN that on Tuesday, June 16, 2009, the Town Council (the “Council”) of Bryce Canyon City, Utah (the “Issuer”) adopted a resolution (the “Resolution”) declaring its intention to issue and authorizing the issuance of the Issuer’s Sales Tax Revenue Bonds, Series 2009 (or such other series and title designation selected by the Issuer) (the “Bonds”) pursuant to the Local Government Bonding Act, Title 11, Chapter 14, Utah Code Annotated 1953, as amended and to call a public hearing to receive input from the public with respect to the issuance of the Bonds. TIME, PLACE AND LOCATION OF PUBLIC HEARING The Issuer shall hold a public hearing on Tuesday, July 21, 2009, at the hour of 1:30 p.m. The location of the public hearing is at the Bryce Canyon City Offices at Ruby’s Inn, 1000 South Hwy 63, Bryce Canyon City, Utah. The purpose of the hearing is to receive input from the public with respect to the issuance of the Bonds. All members of the public are invited to attend and participate. PURPOSE FOR ISSUING BONDS The Issuer intends to issue the Bonds for the purpose of (i) financing the acquisition and construction of road improvements, park and recreation facilities and related improvements, (ii) funding any required debt service reserve and (iii) paying issuance expenses to be incurred in connection with the issuance and sale of the Bonds. PARAMETERS OF THE BONDS The Issuer intends to issue the Bonds in the aggregate principal amount of not to exceed Nine Hundred Thousand Dollars ($900,000) to bear interest at a rate or rates of not to exceed six percent (6.0%) per annum, to mature in not more than eleven (11) years from their date or dates, and to be sold at a price not less than ninety-eight percent (98%) of the total principal amount thereof, plus accrued interest to the date of delivery. EXCISE TAXES PROPOSED TO BE PLEDGED The Issuer proposes to pledge 100% of the Local Sales and Use Tax revenues received by the Issuer pursuant to Title 59, Chapter 12, Part 2, Utah Code Annotated 1953, as amended. The Bonds are to be issued and sold by the Issuer pursuant to the Resolution, a General Indenture of Trust, as heretofore amended and supplemented (the “General Indenture”), and a Second Supplemental Indenture of Trust (the “Second Supplemental Indenture” and collectively with the General Indenture, the “Indenture”) which was before the Council and attached to the Resolution in substantially final form at the time of the adoption of the Resolution and said Second Supplemental Indenture is to be approved by the Council in such form and with such changes thereto as shall be approved by the Council upon the adoption of a final bond resolution. A copy of the Resolution and the Second Supplemental Indenture are on file in the office of the Town Clerk at Ruby’s Inn Chevron, 1006 S. Hwy 63, Bryce Canyon City, Utah, where they may be examined during regular business hours of the Town Clerk on Monday through Friday from 8 a.m. to 4 p.m., for a period of at least thirty (30) days from and after the date of publication of this notice. NOTICE IS HEREBY GIVEN that a period of thirty (30) days from and after the last date of the publication of this notice is provided by law during which (i) any person in interest shall have the right to contest the legality of the Resolution, the Indenture or the Bonds, or any provision made for the security and payment of the Bonds, and that after such time, no one shall have any cause of action to contest the regularity, formality or legality thereof for any cause whatsoever, and (ii) registered voters within Bryce Canyon City, Utah may sign a written petition requesting an election to authorize the issuance of the Bonds. If written petitions which have been signed by at least 20% of the registered voters of Bryce Canyon City, Utah are filed with the Issuer during said 30-day period, the Issuer shall be required to hold an election to obtain voter authorization prior to the issuance of the Bonds. If fewer than 20% of the registered voters of Bryce Canyon City, Utah file a written petition during said 30day period, the Issuer may proceed to issue the Bonds without an election. UPAXLP NOTICE TO WATER USERS If you plan on visiting Lake Powell during the July 4 holiday, or anytime this summer, plan your visit so you don’t arrive at a major launch ramp between 10 p.m. and 5:30 a.m. If you arrive during those hours, you won’t be able to launch your boat. The National Park Service has closed the ramps from 10 p.m. to 5:30 a.m. Utah time (9 p.m. to 4:30 a.m. in Arizona). The nighttime ramp closure is part of a continuing effort to keep quagga and zebra mussels out of the lake. Starting June 29, NPS personnel will be at the lake’s major launch ramps from 5:30 a.m. to 10 p.m. every day. Every boater will be asked a series of questions before they launch their boat. Boats that have been on waters infested with quagga or zebra mussels must be decontaminated before they’re launched. “We’re 100 percent behind this change,” says Wayne Gustaveson, the Utah Division of Wildlife Resources’ lead aquatic bi- ologist at the lake. “Quagga and zebra mussels attach themselves to boats,” Gustaveson explains. “That’s the major way they move among bodies of water. “Contacting every boater at a major ramp will help ensure quagga and zebra mussels don’t enter the lake.” If you launch at one of the primitive ramps at Hite, you must complete a self-certification form before launching. The forms are available at www.nps. gov/glca and at the launch ramps. The form will ask you a series of questions. The answers to these questions will let you know whether you can launch your boat.
