legislature of ef the A state of utah two thirds of all the elect elected it d to each houss houie concu concurring therein SECTION 1 that it is proposed to amend section 3 of article 10 ot of the constitution of the state of utah as amended by the vote of the electors at the general beneral election of 1930 to rod read as follows see sec 3 the proceeds of the sales of all lands that have been or may hereafter be granted by the united states to this state for the support of the common schools and five per of the net proceeds of the sales of united states public lands lying within the state and sold by the united states subsequent to the admission of this atts into the union shall ahall be and remain a permanent fund to be called the state school fund the interest of which only shall be expended tor for the support of the common schools the interest on the state school fund the proceeds of all pro property that may accrue to the state by escheat or forfeiture all unclaimed shares and dividends of any corpora tion incorporated under the laws law ol of this state the proceeds of the sale dales of timber and the proceeds of th the sale aal or other disposition of minerals or other property from school and state autt lands other than those granted for specific purposes shall with such other revenues as the legislature may from time to time lime allot thereto constitute a fund to be known all ag the uniform school fund which uniform school fund shall be maintained and used for the sup support 0 rt of the common and public schoor schools a of f the state and apportioned in such manner as the legislature shall provide the provisions of section 7 article XIII of this constitution shall be construed as a limitation on the rate of taxation on tangible property tor for district school purposes and not on the amount of funds available and further no moneys allocated to the uniform school fund shall be considered in fixing the rates of taxation a specified in 7 of article XIII utah as a amended by the vote of the electors elector at the general election of 1930 2930 to read as follows sec 7 the rate of taxation on tangible proper property shall ahall not exceed on each dollar property of va valuation tf bation two and four tenths mills inilla for general eberl en erl state purposes sei two tenths of one mill for high purposes which shall constitute the high school fund said aid furd urd shall be apportioned in the minner manner the th legislature shall provide pr oride to the districts maintaining high schools and such levy for district school purposes which together with such other funds as may be available tor for district school purposes will raise annu itly an amount which equals 26 25 tor for each person of school age fa in the state as shown by the last preceding school census the same to be distributed among the school districts according to the last preceding school census and in addition an equalization fund which when added to other revenues pro provided ded for this purpose by the legle lature shall be 5 tor for each person of school age as shown by the last preceding school census said equalization fund shall be a apportioned portioned to the school districts in suck such manner as the legislature shall provide said rates shall not be b increased unless a proposition to increase the same specifying the rate or rates proposed and the
