proposed to amond amand article 13 ot of tho the constitution ot of the state of utah so that the saine bamo will read as follows L 1 the power powei ot of taxation shall never bo be surrendered suspended or contracted away all taxes shall ahall be uniform upon the same saino class of property within the territorial limits of tile hio authority levying the tax and shall be levied and collected tor for public purposes only 2 the L legislature egi slature shall provide by law for an ail annual tax sufficient with other sources of revenue to detray defray tho the estimated ordinary expenses ot of the state tor for erch fiscal year for tho purpose ot of paying the state debt it any there be the legislature shall provide tor for levying a tax annually lont to pay the annual interest and principal of 0 such debt within twenty years from the final passage 0 of tiro tire law ci eating creating tile the debt 3 there shall bo be exempt from taxation property pio perty ot of tile the united states of tile the state counties cities towns school districts municipal corporations and public libraries lots lota with tho the buildings Ili ii ereon used exclusively tor for either religious worship or char table purposes and places of burial not hold held or used for private or corporate benefit benci lt ditches canals reservoirs pipes and flumes blumes owned and used by individuals or corporations tor for irrigating irrigation irrig atin g lands owned by such individuals or corporations or tile tha individual members thereof shall not be separately taxed so long as they shall ahall be owned and used exclusively for such purpose provided that mortgages upon real and personal property shall be exempt from taxation and that the taxes of the indigent poor pool may bo be remitted or abated at such time and in III such manner as may bo be provided by law 4 the legislature shall not impose taxes for the purpose of any county eity city town or other municipal corporation but may by law vest in tile the corporate authorities respectively ively the power to assess assess and collect taxes for all purposes of of such corporation 5 the surface ground or of all mines and mining claims both placer and rock in place containing or bearing gold sll cof copper por lead iron or other valuably metals after purchase thereof from the ho united states shall bo be taxed at a value not greater than I 1 tile the arico paid tho the united states there tor for unless the surface ground or some same part thereof of such mino mine or claim is used tor for other than milli mining purposes and has a separate and independent value for such other purposes p 0 as in which case said surface g ground round or any part thereof so BO used tor for other than mining purposes shall bo be taxed at its value tor for such other purposes as provided by law and all ua chinery used in mining and all loporto no lo porty and surface improvements upon or appurtenant to mines and mining claims which have a value separate and independent of 0 such mines or mining claims shall be tax ta cd ad an aa provided by law all lands containing coal granite stone biotic inar marble onyx gas oil hydrocarbons hydro carbons gypsum or other oilier valuable mineral deposits other than those enumerated above in this section after purchase thereof from the united states and all property properly and surface improvements upon or appurtenant to such atch lands which have a value separate and independent of all such lands shall be taxed as provide doy law in addition to tho the assessment of the surface grounds improvements and machinery of mines and mining claims all mines and mining claims product ing net proceeds shall be taxed at a value not to exceed three times su suai net proceeds C G an ali accurate statement ot of the receipts and expenditures of the public lic moneys shall be published annually in such manner as the legislature may inay provide 7 the tha rate of taxation on property tor for state purposes shall never exceed eight mills on oil each dollar of valtia valuation tion to bo be apportioned as fell follows ws not to exceed four and one mills on oil each dollar of valuation for general state purposes not to exceed three mills oi each dollar of valuation for district school purposes not to exceed one halt half mill on oil each dollar of vati valuation atlon for high school purposes that part of the state tax al apportioned portion cit to high school purposes shall constitute a fund to be called the high school fund and shall shah he be apportioned to the cities and school districts maintaining high schools in the manner the legislature may provide and who whenever never the taxable property within tile tho state shall amount to four ll hundred undrea million dollars the he rate cleall Elial lilot not exceed five mills on oil each dollar of valuation unless a proposition to increase such rate specifying the rate proposed and the time during which the same shall be levied be first submitted to a vote 0 of f such of the qualified fled electors of the state as in the year next prec ceding such election shall have paid a property tax assessed to them within the state and tile tho majo loyot those voting thereon shall vt vi in favor thereof in such manner as aa may be provided by law 8 the making of profit out of pu public alic moneys using the same for any purpose not n authorized zed by law by cur any public shall bo be deemed a felony and shall bo be punished as provided by law but apart part of 0 such auch punish ment shall bo be disqualification to hold public office 0 9 no appropriation shall be mad or any expenditure authorized by the legislature whereby the expenditure ol of the state during any fiscal year 0 shall liall exceed the total tax then provided d tor for by law and applicable for ouch buch appropriation or expenditure unless tho the legislature making such appropriation ria tion shall provide for or levying a sufficient tax lax not exceeding the rates allowed in section 6 of 0 this article to pay such appropriation or expenditure within such buch fiscal year this provision shall not apply to appropriations riat ions or expenditures to sup suppress insurrections defend the state or assist lit in defending tile the united states tit in binic of war 10 nothing in 1 this con constitution 11 shall bo be construed to prevent the log isla turo from providing a stamp tax or a tax based on income occupation licenses or franchis franchises qs see sec 2 tho the secretary of state la Is hereby ordered to give this proposition to be published in at least one newspaper paper lit in every county in the stats state where a newspaper la Is printed and published tor for two months preceding tho the next general election see sec 3 this proposition shall b submitted to the electors of this state at tile the next general election for their approval or disapproval all official
