Mr. Martens also pointed out that any person who Intends to acquire explosives from a foreign country, or who Intends to transport explosives In Interstate or foreign commerce must have a Federal permit, after Feb. 12. All those businesses which were engaged In the manufacturing, Importing or dealing In explosive materials on or before Oct. 15, 1970, wllj be allowed to continue In the business after Feb, 12, provided they have made application tor the new license by that date.
