According to Commissioner Ike taut, "The property was a steal at $50.(XX) for 28 acres. Clcsinn Park look a cut to help tin county residents. He was offered more than $150,000 for the same pmperty by a developer." Funds for the purchase will come from special service district no. 2.. mineral lease and oil lease money. The fund comes to the county via government entities as a payback for land not available for county taxes. Commissioner Boyd Howarth said. Wc are putting the stipulation on the public park that it be used during daylight hours only." The daylight stipulation is an effort to keep drinking parties and the resulting problems from occurring. "Wc only had one person object at the public hearing we held," said Joseph Bernini, commission chair. "All the rest were in favor of the purchase. Fourteen people attended a public hearing held by the Juab County Commission to take public comment on the commission's intent to purchase limited west side "beach front" property from Cleslon and Marily Park. Carl Timmerman, who rents a home in Ncphi, questioned die funding of a land purchase which, in his opinion, would serve just a few. "I don't think it is right to use public money for this purpose," lie said. A few weeks ago. at property owners request, an access roadway to the reservoir was closed by commissioners. At die lime, commissioners were told the landowners were tired of the trash which campers left behind. In addition, commissioners were told, the wild parties held at the water's edge were oui of hand. Party aticiidccs tore apart fenees to burn in bonfires ami did damage to fields when they drove over plantings with drive vehicles. County residents, many from Mona, objected to the road closure staling that it kept them from enjoying the pleasure of ol the residents in attendance at the hearing who supported torming the public park ai Mona Reservoir. Chairman Bernini was torceu to call the meeting to order and io request that all comments be made io the commission m an organized maniR-- r so the speaker could be recognied and the four-whe- water activities. They requested the commissioiRTS find a way to reopen the mad. CommissioiR-r- s approached and found him willing to sell the land to the county for use as a controlled recreation spot. Park said that he had been charging an entrance lee recently, and (hat there have been no beer cans left on the beach and garbage has been hauled out hy the users, since he imposed (he eniranec fee. "It is mostly family use now." said Park. He thought if the county Cleston Park commission imposed some restrictions on the use of the facility, the proposed public park could he kept from being a law enforcement nightmare. Timmerman said he still thought it was not right io use public funds to support a project which would heiR-fi-l just a few. His comment unleased a flow of arguments from the majority individual comments for the record. recorded "Many of your comments arc very good, but we can't icll who is saying whai " said Bernini Please address your comments to us and not just to Mr. Tim- merman. David taavitt, county attorney said that taxing individuals lor (he good of the community at large is the right of the commission as long as they deem the activity which results, will be open to all who choose to make use of the resulting facilities. "It is Hr position of the commission, as far as the budget is able to accommodate such desires, to assist by donating to projects which benefit the people of the county." said taavitt. Tax monies are often used for building roads, sidewalks, swimming pools. public use buildings such as the county center, and for supporting community protects which benefit the residents.
