He was bom February 19, 1911 to William Harvey and Mary Ellen Porter Lay. He married Phoebe Elynore Nay, May 28, 1932 in Richfield, Utah; the marriage was later solemnized in the St. George LDS Temple. She died February 7, 1989. In his younger years, Basil was a jockey where he entered in many horse races. Basil wan an avid sports fan and was a high school basketball referee for over 40 years, which is still a record. He served as Piute County Commissioner and Chairman of the Six County Commissioners Organization. He was also a member of the Sevier Valley Hospital Governing Board from 1978 to 1988. He owned and operated his own farm in Thompsonville for many years. He is survived by two daughters: Karlene and husband, Norman Schultz, Ardis Anderson, Las Vegas, Nevada; five grandchildren: Landon, Lon, Shawn, Summer, Shelly; two brothers and five sisters: Weldo Lay, Leola Oscarson, Wilma Kennedy, Coleman Lay, Virginia Peterson, all of Marysvale, Utah; Roxie Barney, Escalante, Utah; Vera Heinrickson, Las Vegas, Nevada. Preceded in death by wife, one son, Robert Basil Lay, parents, two brothers, Lynn Lay and Harvey Lay. Funeral services were held Thursday, January 19, 1995 in the Marysvale LDS Ward Chapel in Marysvale. Burial was in the Thompsonville Cemetery.
