Everyone seemed relaxed and anxious for the start of the New Year. The hostess suggested that a toast was in order and all members raised their glasses to the New Year 1995 with the hope that it will be a "happy and healthy" year for everyone. President Carol conducted a short business meeting and reported on the success of the Christmas dinner and entertainment, after which, Mabel Butler gave the book review. Her book, "Shadow Song", by Terry Kay was enjoyed by all. The work is a lighthearted mystery centered amid the breathtaking beauty of the Catskill Mountains. Avrum Fieldman listened to the haunting voice of Amclita Galli Crucc, ringing over the Shandohcn Valley.. a voice no one else could hear. When he died at age 106, his obsession for the famous Opera Diva had lasted three quarters of a century. Emerging as 1st half winners were the "Ding Belles" who rolled some "pretty good games" and ended the competition with highest total pins. Jaff Banks, USU Extension Agent for Juab County, told commissioners he would, with the commission's blessing, make application for a grant from the State of Utah Department of Community and Economic Development Division of Community is Development. Economic development and rural revitalization arc not likely to succeed without attention to housing supply and demand. "Revitalizing rural America is the challenge for the 1990s. Rural communities face a number of serious problems such as displaced rural workers, crumbling infrastructure, and an eroding tax base," said Banks. If rural communities arc to survive, strategics must be generated that identify, develop, and build on realistic assessments of rural communities, he added. The Utah State University College of Family Life Department of Human Environments is the project contractor with Leona K. Hawks, Ed. D., as applicant. "She is one of 14 other researchers who arc conducting the same research for their individual states," said Banks. "The money for the grants will come from the mineral lease fund," he stated. States participating in this research arc Idaho, Indiana, Iowa, Kansas, Minnesota, NeNew York, Illinois, braska, Michigan, Missouri, North Carolina, Ohio, and Oregon. Ten rural counties in Utah are being targeted for the study and funding. Banks said Beaver, Box Elder, Carbon, Grand, Iron, Sanpete, Sevier, Uintah, Washington and Juab Counties were all urged to participate. The first draft of the proposal said was due in Banks. "We need a signed form from the Juab County Commission," said Banks. The form was signed by Joseph Bernini, Juab County Commission Chair. Banks told the commission that "the county will not have to provide any funds. Funding for this research is from the State of Utah." Support of the research project will assist community sion makers in planning and evaluating economic development mid-Januar- y, strategics in 10 out of 29 counties in the state, according to Banks. Past rurla economic development has focused on job creation and economic opportunities for local residents of rural areas. Often unaffordable or inadequate housing is a barrier to business growth and rural community development efforts. The 1990 Census indicated the availability -- '" of affordable housing in decent physical condition is often limited in rural communities. Many of the homes in rural America arc older and include fewer amenities and, in addition, the housing market :is more segmented in rural areas. "The research requires no commitment on our part," said Banks, Commissioners agreed the study would be of benefit to Juab County.. 4, V Juab Commission names chairman, assigns duties During their first meeting of the New Year 1995, commissioners named a chairman and made committee assignments for the upcoming year. Commissioner Gordon Young will serve as chairman, replacing Commissioner Joseph Bernini, who served as chair over the past year. Committee assignments were made as follows: Commissioner Young, in addition to his duties as commission chair, will be over the County Weed Board; the Library Board; the East Juab Ambulance Association; the Mental Health, Alcohol and Drugs and Health Board; Juvenile Justice; the County Planning and Zoning Commission; and Special Service District 1. Commissioner Bernini will be over Criminal Justice; Aging; the West Juab Ambulance Association; Central Valley Medical ai Center Board; Special Service District HI (In Lieu of Taxes-MincrLease Funds); Law and Enforcement; Buildings Grounds (Eureka); Building Authority (New Rural Development (Gas-EaJuab Juab); "B" Roads-WcMammoth, (Eureka, Cherry Creek).
