Show IDAHO legislature EXTRA SESSION NARROWLY AVERTED appropriation carrying sl tor adan tant general the cabie beet sugar bointy bill V ethod sevelon baited five day beyond limit the idaho legislature adjourned 1 die at 11 30 clock tuesday night after having remained in session five daye over the pay limit fixed by the conati aution the feature of the day was a centt between the two houses over the een ate amendment to the appropriation bills increasing the horticulture item and making provision for the militia the contention was over an item of 1 in the bill for the adjutant gen oral the item was retained the horticulture item was stricken out an agreement was reached in the afternoon to adjourn at 6 30 the house then took a recess until 6 28 to allow the enrolling of the tion bill a amended shortly before the time for the house to convene it was learned that it would be ble to have the bill ready by 6 25 some of the members suggested that the clock be stopped but speaker mo kinlay ordered the sergeant at arms not to do so this was followed by a general hub hub but the speaker stood firm the members became greatly excited under the constitution of idaho speaker mckinlay could ad journ the house at 6 30 under the con current resolution previously adopted the house was not in session to take action and mckinlay could hold it off until 6 30 fortunately the senate was in tes sion several representatives rushed over to the other end of the capitol building and hurriedly explained the situation the senate at once recon its action on the adjournment resolution thereby thwarting the speakers purpose aad the speaker carried out his plan the entire ampro bill would have failed as it had not been enrolled an extra ses sion would have been inevitable during the day the house defeated the boiler inspect on bill 26 to 13 the senate took up and passed under huspen on the house b 11 appropriating to take up warrants issued in part payment for the construction of the administration building at the state university the house bill giving teachers certify cate value to every diploma issued by the state university to graduates in the classical or scientific course waa defeated 8 to 10 the house bill by snow specifying the manner in which public officers re ceiling fees shall keep their fee books which shall be open at all times to public inspection was passed anani during debate in tl e sen ate over the militia item in the appropriation bill moody said the people of shoshone county the masses were opposed to the militia in connection with thu statement he related what he called a little political history in which he charged that governor had violated a solemn promise to place the m litia in shoshone county the control of the county commission ers taking it out of the hands of the mining corporations he spoke of the m litia preventing the alth of july celebrations which the people there resented as the western federation of miners had recognized the day as a fete day lie pleaded with the senators to recede from their position on the militia item the governor vetoed the beet sugar bounty bill basing its action on the provision of the constitution which says the credit of the state shall not in any manner be given or loaned to or in aid of any individual association municipality or corporation nor shall the state directly or indirectly become a stockholder in any association or corporation po ration the governor signed the pocatello academy bill and prom sed a delaga tion of senators that he would appoint senator houlahan as one of the trus tees |
