Besides this important water improvement, there are many other economical advantages. During the construction of the project, which is programmed to continue until 1968, the Bureau will employ approximately 50 persons, most of whom will establish residence within the county with their families, for the five-yea-r period. Besides the bureau force, actual construction crews will number up to 300 men, who also will depend to a great extent on Emery county for supplies, facilities, entertainment, housing and related items. This crew will vary in size, over a four to five year period. After the project is completed, the economical benefits do not stop. Plans are presently underway to provide recreational facilities at! both reservoir sites for the anticipated influx of visitors. At Joes Valley, plans call for taking care of approximately 91,000 visitors annually. This will include fishing, boating, camping, picnicing and other recreation facilities. , R.-1- At the Huntington north reservoir, similar facilities are planned. It is speculated that tills water will provide probably the best boating and water skiing conditions in the eastern part of the state. The approval of such a project is to the voters of the county. " Date of Last Publication: April Voters to decide county's future Willi Hie announcement this week of the election to he held Monday, May 7, on the contract for the Emery County Project, we feel that the county has reached another milestone in Progress. The election, which will be open to all qualified electors, paying property tax within the confines of the conservancy district (which includes most of the county, with the exception of Green River), will ask the acceptance or rejection of a contract between the conservancy district and the Bureau of Reclamation. The form of the contract has already been approved by canal companies involved, and by Bureau officials. If approved, the ballot would give the okey to conservancy district and bureau officials to complete contract negotiations and commence construe tion of the project. If rejected, the project would probably be shelved, and the bureau would withdraw from further work. The Emery County Project involves six basic construction phases. These would include the construction of a G2,500'acre foot reservoir in Joe's Valley; a 1,830 acre foot reservoir one mile northeast of Huntington; a diversion dam on the Cottonwood Creek, west of Orangeville; a long canal from the Cottonwood Creek to Huntington; a Huntington North service canal, approximately 314 miles long, and lining and drainage work, not to exceed $990,000. What will this project provide, economically, for Emery County? Only time will .tell exactly, but lets look at some known facts. Basically, the project will produce some 30,000 acre feet of additional water. About 23,000 acre feet of this surplus water will be allocated to the Huntington area, with the balance of Land Management, P. O. Bex 777, Salt Lake City, Utah. J. E. DISTRICT NOTICE IS HEREBY GIVEN of an- - election to be held on May 7, 1962, between the hours of 7:00 a.m. and 8:00 p.m. for the purpose of voting on the proposition as to whether the Emery Water Conservancy District should enter into a contract with the United States for the construction of works of the Emery County Project and the acquisition cf a water supply for the District, cn the terms and conditions hereinafter set forth. The resolution of the Board of Directors cf the District calling the election on the proposed contract is as follow's: RESOLUTION The Board of Directors of the Emery Water Conservancy District hereby determines and resolves : 1. That the interest of the District and the public interest and necessity require the construction cf the Emery County Project werks to conserve and make available for beneficial use, the waters of Cottonwood and Hunt-to- n Creeks for irrigation, and fish and wildlife purposes. 2. That the estimated cost of the works is $11,761,300 and the amount cf principal of the indebtedness of the District for the irrigation repayment obligation is $2,935,000, to be paid in annual installments over a period of 50 years without interest, subject, 'however, to interest at 6 percent in case of delinquency, all payable as provided in the contract, a true copy of which may be inspected at the following places: -- South 800 West Provo, Utah 5. The revenues of the District will bo obtained from the sale of the use of the Emery County Project water to irrigation companies, individuals and others and by taxation at the annual rate of not to exceed one mill on the dollar of assessed valuation of property within the Dis trict, as provided by Sections 16 and 20 of Title 73, Chapter 9, U. C. A. 1953, as amended. 3. That the construction and completion of said works will necessitate a greater expenditure than the ordinary annual income of the District will permit. 4. That the proposed contract between the United States of America and the Emery Water Conservancy District designated is hereby apApproved proved, and the President and Secretary of the Board of Directors of said District are authorized and directed to execute such contract upon approval thereof-b- y the duly qualified electors of the District at an election to be held for such pur- hours of 7:00 a.m. and 8:00 p. m.
