L MI MILLER LER Governor of New York The exten extension ion of federal aid for the states for various activities which l are properly the function of tho the states states' is fun fundamentally and economically wrong w The extension of federal aid and anti un under er that guise the creation of huge administrative agencies at Washington to supervise activities which can cnn reap really effectively be done only by the localities is economically economically economically econom econom- wrong because it results as every such effort r has in tho the past resulted in building up expensive t c Q and huge a administrative machinery in in the waste wast up ui of funds which are arc diverted to furnishing r Jobs jobs for people rather than to accomplish the purpose pur pur- purpose pose which is always ahva's assigned for those worthy measures This sort of thing tiring is utterly contrary to our scheme of government govern governs ment and will really in the end undermine it The lure fathers carefully divided the powers of government ont between cn two sovereignties the sovereignties the states on the tho one hand in which were reserved all the powers not given to the federal government and the fed federal ern government government gov gov- on the other hand to which were delegated carefully defined powers thought to b be sufficient and ond which in fact have proven to be sufficient to enable the federal government to do efficiently and effectively those things which ought to be undertaken by the federal government govern ment leaving all else to the states Under this plan of extending federal aid for purposes worthy in inand inand I and of themselves to encourage state action and going with it the supervision supervision supervision super super- vision by that high official authority pt lor such action the UIe r result suH inevitably inevitably ably will follow that the states and the local subdivisions of the states will come to lean more and more upon the federal government at Wash Wash- ington Local initiative and local enterprise arc bound to be un undermined and anti we shall shaH create at Washington a n huge bureaucracy which will undertake under under- take to supervise the activities which reach down into the very homes of the people of the state and of the nation And I say that that is utterly destructive of our scheme of government |
