Citing crime and delinquency as major problems facing the State and nation today, the report points out that Prison populations . . . have been climbing virtually without interruption since 1945. The study indicates that the Utah Prison population is lower thafi that of any other Western State except Nevada, but that it has increased steadily in reecnt years to, a high monthly count of 614 inmates reached in March, 1954. The generally used alternatives to prison are probation and parole, the Foundation said. The report explained that probation may be granted only by the courts while the parole authority rests solely with the State Board of Pardons. Utah's use. of parole is placed by the Utah Foundation report at 70.7 per cent of all cases released before the expiration of sentence. Probation use, according to the Foundation, varies from 20 per cent or less of criminal cases tried in some judicial districts in Utah to as high as 97 per cent in others.
