the delegates from salt lake county who were elected members of the territorial executive committee viz richards penrose mckenzie Kenzle Mc nielson and paul king and brown were named as utah count saem bers of the executive committee the question of beati benjamin bennett delegate from beaver county who came away without his credentials was submitted to the convention and he was allowed to take his seat mr paul placed place in nomination as 88 chairman of the territorial central committee F 8 richards and there being no BO other nominee mr richards was unanimously elected mr richards replied that he appreciated the honor conferred it was wab a position that required work and careful consideration he did not believe in making promises as to what he be should do but he would endeavor to do his duty as he saw it A prolonged debate occurred in connection with the choice of a secretary of the territorial central committee frank J cannon of weber county and david mckeuzie mckenzie of salt like county were the nominees the latter was finally elected by a vote of 32 to 17 for mr cannon mr mckenzie briefly returned his thanks saying he would serve his bis party to the best of his ability he fie moved that frank J cannon be elected vice chairman of the territorial committee mr paul pau supported the nomination A by a hearty second the motion prevailed and mr cannon was elected vice chairman by a unanimous vote mr C C richards submitted the following resolutions resolved that in ease a vacancy shall occur in the office of chairman vice chair ma man n or secretary of the territorial central commatee commil tee or of of any member thereof except the chairman or of the county count central committees that the territorial central committee shall have power to fill all such buch v vacancy a e ancy by appointment from the county t from r 0 m which the vacancy occurs and that in case the chairman or any county central committee shall be succeeded in such county chairmanship he be shall at once cease to V be a member of the territorial committee and his successor in the county chairmanship shall at once succeed him in the territorial committee the resolutions were adopted without debate there was a good deal of suppressed pre ad excitement when nominees for candidates for delegate to congress were called mr mckeuzie mckenzie placed iu in nomination the name dame of a gentleman with whom he had bad a lifelong life long acquaintance a man who is well known to all and who has made a brilliant record who was without a blot ou on his character who has always been mindful of the fact that he should not be sectional his nomination would be satisfactory to every member of the peoples party he was wae a man who knew neither rank rang nor creed applause of the most deafen ing character but who had doue done his duty mure more could not be said applause lie he named bahmed the hou john T calne the applause tollow following lag was deaf ening enida in its character and when it had subsided the chairman asked if there were any further nominations none were made and mr C C richards moved that the rules requiring the delegate to be elected by ballot be suspended and that the vote be by acclamation M this was carried unanimously and the aye that followed the putting of mr gained caine la name fairly f made the rafters ring on motion of mr anthe territorial central committee were instructed ted to notify mr caine of his bin nomination the committee on resolutions not being ready to report and there being no further business before the convention a recess for thirty minutes was taken at the end of thirty minutes the convention assembled reassembled re and thos thoa D dee and H ff were elected members of the executive committee from acted as secretary pro tern tem the duly elected representatives of the peoples party of utah territory in con bention assembled present the following declaration OP OF principles the constitution of the united states is a divinely inspired instrument ordained and established tor the protection of life and property and to secure to every individual the most complete freedom compatible with the general welfare i all laws enacted in pursuance of the national constitution are paramount the I 1 he decisions of the supreme court of the united states are final and authoritative as to the validity and interpretation of those laws and it is the duty of all good citizens to ren der willing submission thereto all political power is in and with the peo pie le every loyal citizen should be equal before before the law and in freedom to exercise political rights and privileges no power or organization ecclesiastical or other wise should he permitted to encroach upon that liberty which is im essen essential lial to popular government and to personal political independence pen dence local self government is a fundamental principle of american amei lean republicanism con gressional legislation may be needful for the territories while unable to maintain the burdens responsibilities and ex pense of a matured commonwealth but bt when competent to exercise the full powers of sLate statehood hool such legislation becomes not only needless but oppressive and opposed to the genius of american institutions utah tV in numbers wealth peace order intelligence pro progress Freas and every qualification tor for political independence pen dence iti iii capable of taking its place among the states of the union and would add to the strength an I 1 glory of the nation and aid id in its perpetuity the recent declaration of the president of the church of jesus christ of latter day saints commonly called the mormon and the action of that body in general conference by which marriages in vio anon of law are forli forbidden coupled with the national and territorial legislation on this subject remove the only substantial barrier in the path of this territory to the full rights and privileges of political inde peu pen dence the discontinuance of polygamous marriages in this territory renders unnecessary any further legislation by congress coutress Cou gress affecting the liberties of the citizens of utah or curtailing their rights and franchises the voting members of the peoples par party forming a large majority of the adult mye male citizens have not been violators of law in the past and have taken an oath t tt tf t obey the jaws lassof of their country in future every attempt to deprive them of the elewine ele franchise is a deadly thrust at the liberty to secure which this government was dished public office is a public vust trust all officers are responsible to the people for their official acts office seekers should not be mude made office holders wise economy but not parsimony should govern in public ex endi tures extravagance is as impola ic in public as in private affairs high fligh taxes large debts excessive salaries and eapen efte sive sinecures sine cures are obstacles in the pat path 0 ni of progress and make grievous burdens which should not be borne by a free people freedom of thought of speech and of action is essential to true liberty and should be secured to all within the line of infringement upon thi tha rights and liberties of any poison or socie society tv in the selection of public officers this freedom should be fully accorded in public and in priva private tevIn in political assemblies and by means of the ballot the exclusion of legal voters from registration and from the polls no matter by whom accomplished or connived at is a crime akin ahm to treason which strikes rikes si at the heart of the body politic and sheds the lite life blood blo idof of liberty the peoples party while demanding de full fall political freedom for its members will struggle straggle to maintain equal rights for all citizens and all parties to secure the purity of elections to sustain the supremacy of majorities and to establish universal civil and religious liberty PREAMBLE AND RB SOLUTIONS whereas the governor of this territory b has endeavored by addresses before a con vo gressional 1 committees and in his report for 1890 to the secretary of the interior to make it appear that it would be for the public benefit to interpose test oaths having for then object the disfranchisement of miny dinv thousands of law abiding citizens and also to secure to himself the power to appoint a large number of ef officers in the various counties which are and of right should be in the gift of the voting people and whereas the only ends tobe reached by such legislation leans aaion as the governor desires are th erule of the minority and the exe cise by himself of more than monarchial power and whereas the utah commission in ito fig ve e port for 1890 to the secretary of the in tenor gerior has claimed that elections in utah resulting in majorities for the so callea called 1 iberal party have been fairly condu conducted ted by olli officers cers who have j er formed their Is legal duty and the commission having a also so recommended further congressional legis lation similar to that desired by the gov arnor therefore be it resolved that we denounce the action of governor arthur L thomas as ini inimical mica to the oest nest interests interest of the territory and his bis policy as revolutionary needless and prompted by the wants of his aaby and by personal ambition that the men whom he seeks to dis dispossess possess of the elective franchise are loyal to the government and to republican institutions tree from the stain of crime bound by solemn oaths voluntarily ly taken to obey i and uphold the law devoted to their count country ry and the territory in which they live and entitled by all that can give them that right to enjoy the privileges immunities and liberties of american citi zenshin zens zen bip ship that we are under no obligation to any baurch organization association or individual by which our liberty is in any way ur tailed nor is our freedom to vote for or against any person or question in in fringed that the governors insinuations to the contrary are false and made without foundation or excuse and we challenge him to the proof resolved that the utah commission is a useless expensive and body the lawful duties of which could be discharged by any ordinary individual that under its administration election frauds have been made possible legal voters whose right to vote was beyond question have been refused registration and th the e right to cast their ballot because they were members of the peoples party per sons not entitled to vote and belonging to the liberal party have been permitted r bitted to register legister and vote men are h holding adi n g official po to which they were not elected even by the illegal means thus employed officers who neglected to obey the instructions of the commission and and who have un lawfully used their offices in the interest of the liberal party have been retained cretai ned by the commission and the majority of that body have openly as well as privately used their official influence in behalf of the liberal party and against the Peo peoples pat baity ty resolved Ke solved that T at we view their endeavors arther to procure further inimical legislation against the law abiding e citizens of utah as a shameful effort to ea establish lish minority rule to work for the interests of a party that seeks to climb into power over the Q corpse of liberty and the ruins of local self govern ment and to retain positions which corn com mand for themselves enormous salaries with scar scarcely eely any work to perform and be it resolved ahat the liberal party is a party of fraud chicanery deception and falsehood that its triumphs at the polls have been wrought b by political robbery that its official record is one of gance jobbery imposition im position of enormous taxes waste oi of public public funds and lack 0 of public improvements that it has fostered social impurities aties winked at flagrant crime and lo 10 lowered the tone of public morals that it seeks to perpetuate its existence by swindling the majority at the polls and by seeking to strike from the hands bands of freemen the sacred rights of franchise the blab lib eral party is therefore unworthy the suffrage of honest people and ought to be blotted out of the sight of just men resolved the peoples party has conducted public affairs with honesty economy and justice to all and that it is pledged pledged t to 0 this course in in the future that it has as estal established dished all the permanent improvements to be seen in in the terri tern ory that it has promoted education x and established a competent free school system as soon as circum circumstance stanceL fe permitted that in this it received no aid but const constant lint 0 position opposition I from the liberal party that 1 at the peo peoples les party is in in favor of public baill buildings suitable and ample for municipal county and territorial purposes purposed that we declare our unqualified allegiance to the die feral government recognize I 1 ing n 9 its laws as supreme and that we will d devote bote our lives fortunes and all our powers to the maintenance of good government and the extension of liberty to all resolved that the peoples party has been the unfailing friend of the laboring classes as is seen in the number of labor home owners that have grown under its fostering care and that we denounce any system of taxation that is calculated to de tomes enve rive laborers of the possibility of owning enaes or which will consume their hard earned substance to satisfy the greed of rapacious officeholders office holders 11 mr richards introduced the following resolved that the territorial central committee and the executive committee thereof be instructed to immediately enter upon their duties to give the territorial election matters their most intelligent and energetic action to open and obtain direct communication with the several county and municipal committees throughout the ter atory that a thorough campa campaign i be inaugurated and carried on to tre the time of election and in general to see that the political interests of the peoples party pany are properly ca cared tor and protected throughout the entire territory and to attain these objects we authorize the committee to meet any and all necessary expenditures ot of funds and to apportion the sums so ex among the several counties in the fe judgment d ament of the committee and we pledge our several counties to meet their respective portions thereof the resolution was adopted hon F 8 richards chairman of the convention then delivered an address of which the following is a syn synopsis otmis he thanked the conven convene tion for the leniency the members had shown him while officiating in the position he had held and congratulated the convention on the labors that had been performed the work done was such as must meet with the approbation of the constituents of the gentleman upon the floor he was sure that whatever had been done was in all sincerity and with the honest conviction of the souls of those who were present the document adopted would go forth declaring the loyalty of the members of the peoples peopled party and showing their willingness to obey the laws of the land applause eight years ago he said he had the honor to place it in nomination the name of the hon john T caine as a candidate for delegate to congress utah and today to day he was proud to have had the honor of putting the motion that had nominated him by acela acclamation mation prolonged applause |
