The recent command deci- sion to terminate quarters for "geographic" bachelors again brings to light a dilemma for decision makers at Dugway, and I suspect, ' throughout the Army. There is no question that the post commander has the authority to throw anyone he wants off post. However, the uninspired application of this authority causes problems. The problems include re- duced morale (less efficient to operation, unwillingness inincreased work overtime, juries and sick leave usage, early retirement), as wellem-asloss of loyal, skilled ployees to other employ ment and nossible lawsuits. In the last century Brig. Gen. Schofield recognized limitations of the authoritarian leadership style and 's wrote the following in Definition of Discipline: 'The discipline that makes the soldiers of a free country reliable in battle is not to be gained by harsh or tyrranical treatment. On the contrary, such discipline is more likely to destroy than to make an army." Surely, similar principles apply to Dugways dedicated and disciplined work force, particularly when that work force has the option of find ing employment A more enlightened ap-- . proach to decision making is . to bring a perceived prob- lem before a group of knowledgeable individuals to seek a definition of the real problem and to recommend some alternative courses of action. Often the real problem is not brought to light until it is examined from several different points of view. In addition to his regular staff, the enlightened commander could have the unions and an c group of affected individuals examine the problem before a decision is made.
