On this day, I. firmly believe that we should recognize the special debt that all Americans owe' to their fellow citizens who gave up their freedom in the service of our country and to the families who have undergone a great travail. "Now, therefore, I, Ronald Reagan, President of the United States of America, do hereby proclaim Friday, July POW-MI- -' burden greatly increased when they were treated in violation of the fundamental standards of morality and international codes of conduct for the treatment of prisoners of war. "Our POWs and MIAs have earned a very special place in the hearts of all Americans because of their selfless devotion to duty and unflinching courage. We must not forget or fail to honor those who have served their country so faithfully. 20, 1984, as National Recognition Day. I call A on all Americans to join in honoring all former American prisoners of war, those still missing and their families who endured the uncommon sacrifices on behalf of this country: I also call upon state and local officials and "Our nation deeply appreciates the acute suffering and pain experienced by the families of our servicemen held captive or missing in action. The loss of a loved one is a tragic situation under any circumstance, but that burden is magnified when the fate of the loved one is.unknown. The post-levscreening boards now certify whether a soldier el is deployable. The initial screening board may retain soldiers in their . tem, it wil make no decisions - concerning separation from the Army. Soldiers determined not fit for "worldwide deployability could be reclassified into a different job or referred into the Army physical disability system for further evaluation and .possible separation from the Army. Results of a two month evaluation of the new procedures show that most soldiers are retained in their current specialities, officials report. Only a few were referred for. possible separation or reclas- sification. The new system also ends the practice of soldiers signing medical condition statements allowing them to con- tinue their present duty assignments within the limits of their profiles. "In the past, most soldiers signed a medical condition statement and performed within the limits of their physical profiles," said Maj. Stephen T. Young of the Army personnel center physical disability branch, "but some couldn't have performed the full range of their jobs anywhere they may have been assigned. The board will review all soldiers who carry physical profiles with a numerical fac tor of three in one or more of the Army physical profile serial, or "PULHES, factors. Soldiers who receive a physical profile of four will still be referred for physical disability processing. Within the physical disability system, a physical evaluation board will determine physical fitness - the ability to do ones job. The board may recommend separation from the Army if a soldier cannot reasonably perform the full, range of duties by required MOSspecialty. Under the new regulation, the screening boards will consist of a colonel, a colonel or lieutenant colonel medical officer, two lieutenant colonels, a sergeant major and a personnel officer.
