Many probably turn on the television or stereo and kick back, forgetting about all of their troubles for the time being and enter their own private world. As the evening progresses on television you see a show whos plot is addressing a very important problem in both the military and civilian work forces sexual harassment. The show starts out with a couple who are living together with the woman working as an actress in a soap opera. Her director (also female) is attracted to the man she is living with. Beeuse of his loyalty to the woman he is living with he turns away the female director, perhaps also losing the job for his housemate. There were several lines in the show pertaining to that if the man played things right with the director that the actress would continue in the show. If not, she woyld be written out of the script. Perhaps, while you are watching the show other instances of Sexual harassment come to mind. Such as the time PFC Mary Hughs came in and told the First Sergeant that she refused to take PT (physical training). It .wasnt because she couldnt do the exercises but because of the remarks she had to put up with while she was running. Shes tired of hearing remarks like Can you make those moves for me, baby? or Whew, I thought my shorts were tight. Because of all this she becomes an introvert, keeping to herself and her friends. She never goes anywhere for fear that shell have to hear more of the catcalls. . attempting to kiss, pinch or pat a woman.. While this is often intended by the man to be either a compliment or a sign of affection, it is no more acceptable or welcome than the same behavior by one whose intentions are not so honorable. The use of ones position to gain sexual favors is probably the worst form of sexual harassment. Many women are afraid to report incidents for fear of losing their job or getting a bad efficiency report. Sexual harassment can take place almost anywhere dubs, commissaries, theatres, PXs. Also, harassment can occur on a continuous basis, nijit and day, whenever male and female soldiers are present. After duty hours, when the chain of command has left the unit area, the problem is likely to get worse. Most women consider sexual harassment to be abusive, degrading and unwelcome. Few feel flattered by whistles, cat calls or outright propositions, regardless of the circumstances. .Unfortunately, many men feel that comments, gestures and other sexually suggestive actions are acceptable behavior. They feel it is a compliment to the women and considered masculine or macho by men and women alike. Why should we do something about the problems of sexual harassment? Because its a form of behavior that breaks down relationships between people. Everyone should be allowed to live and work in an environment free from unwanted sexual advances. Fighting sexual harassment . Situations like these arent unusual, actually they are becoming rather commonplace. When incidents like these occur, they should be brought to the attention of the supervisor (or if its the supervisor, brought to the attention of his boss) right away. Sexual harassment cases are no longer being laughed at or swept under the rug. Hie old saying, boys will be boys is beginning to disappear. Some males have been brought up to think of a woman as a sex object. Men who have been taught to think this way think nothing of making sexual comments to a woman, whistling, leering, or worst of all, making unwelcome physical advances. Of the several different types of sexual harassment, verbal harassment is likely to be the most common. This ranges from calling hey, baby to the worst cases of outright filthy language. Some other types of improper sexual contact are . Commissioned and noncommissioned officers as well as civilian office leaders have a responsiblity to fight sexual harassment, based on personal knowledge of the climate in their places of work, and to set the example by their own actions. Soldiers of. all ranks, male and female, have a to discourage sexual harassment. If you see it taking place, refuse to participate and report it through your chain of command. In the duty environment, women soldiers should assert themselves and not allow male, supervisors, peers or subordinates to call them honey, baby, etc. They shouldnt allow men to treat them in any way they wouldnt treat a fellow male worker or soldier. In addition, women should report incidents of sexual harassment through their chain of command. It takes common sense, too. Wearing provocative clothing and using foul language will usually provoke harassment, whether in a civilian or military environment. A person who sexually harasses women is degrading himself as well as embarrassing the victim. A few years ago there was a big prob- lem with retention of non- commissioned officers (NCOs). In September of 1979 the Army, was short 16,000 NCOs. Approximately two years later they had reduced the shortage to 2,650 and if authorizations remain at their current level, it will be eliminated by September of next year. is partially This progress,-however- , imbalance in offset by a continuing skills are certain skills. To solve these problems, the Army is changing the emphasis of its reenlist ment program. Where before the reachprimary goal was quantity and reand authorized our strength ing ducing pressure on the Recruiting Commands. Because the Army was successful in the past, in fiscal years 1982 and 1983 they will be able to look carefully at the soldiers who are reenlisting and the skills they ate reenlisting for. Commanders are now being advised to only reenlist those soldiers who will be productive in a changing next situations will help you in your position: There have been letters sent out to commissioned officers and senior technicians of the future, and who are willing to serve in the skills where the Army needs them. Last August began the big push to get soldiers who were in overage MOSs (Military Occupational Skills) to think about changing fields. For advancement the Army began to encourage them to voluntarily reclassify into the shortage jobs. In October of last year soldiers in selected MOSs had their reenlistment bonuses readjusted trying to encourage those soldiers already in a shortage skill to remain in it. Also prior vice soldiers who want to reenlist can only reenlist in critical skills. As of the first of the year all soldiers who want to reenlist had to be at least an E--4 or above. Plus, they can only reenlist for their position or in a shortage skill and that if they vplunteered to be reclassified it could only be into a shortage skill. However this is subject to medical standards. Soldiers on the E--4 and E--5 promotions are no longer automatic after you exceed the cutoff score. If the soldier exceeds the score but there are no vacancies for his or her grade they will have until one opens up. 'r Plus alltoE--wait 7 promotions will be based on MOS needs rather than the Career Management Field (CMF). Beginning in March promotion opportunities in each MOS will be published periodically to encouarge voluntary reclassification. Also, beginning in July, weight and physical training standards for reenlistment will be toughened.. With all these changes coming so rapidly there are many questions that most soldiers soldiers in overage MOS, encouraging them to voluntarily reclassify into a shortage MOS. What happens to a soldier who receives one of these letters and tells them he isnt interested? Aboslutely nothing, the action is closed. Those soldiers wondering whether they can be reclassified without giving their consent, dont worry. The Army has not as of yet began involuntary reclassification. ' changing many are probably wondering how this system will work. THe MOS objective system is designed to focus on shortage skill needs instead of quotas. The requirement for reenlistment in an MOS is based on an analysis of the nubmers of soldiers who are eligible, by category, Initial Term, Mid-Terand Career. MACOMs which do not have soldiers within the MOS may reenlist soldiers from an overage MOS into the targeted shortage MOS. Achievements will be reported to the MACOMs based on ' ! desert area of Dugway, when several engraved pebbles were found.
