It replaces the many separate wage systems in different departmentsandagencies. Under such systems, inequity was not uncommon. For example, Janitor A in one agency might pull down $2.40 an hour, while Janitor B. just across town but in a different agency, might be doing a similar sting for $1.70. The President asked for the development of common job standards and wage policies and practices which would insure interagency equity in wage rates based on statistically valid surveys. The new system has a regular, basic pay plan which will cover most trade, craft, and labor employees in the executive branch outside the postal field service.
