Retford is responsi-- : ble for design, preparation of plans and specifications for all maintenance repairs and new construction done by contractors. They also prepare feasibility engineering and cost studies. The other major function ENGR Flans & SVC DIV must do is contract inspection surveillance. Any work that is done by contractors (family housing maintenance, painting, and repairing roads and grounds, main- tenance, custodian, etc.) must be monitored by inspectors from this division to make sure the contractor is performing the work in accordance with agreed upon plans and specifications. They must also make sure contractors receive partial payments for work completed. In this respect they work very closely with the Contractor s Office located in the Procurement Office.
