Sept. is the end of the current 72-7- 3 water year. As of 31 Jul. 73 we have recorded 7.63" of precipitation with the month of August and September still to go. The yearly average is 6.80 inches. Sept. is usually the driest month of the year as the Summer thunderstorm period comes to an end during late August early September. During a'typical Sept. the high temperature should reach 92 degrees F with a low of 35 degrees F. A light frost usually occurs by the 17th of Sept. with a heavy frost in mid October in the English Village area. Skies are generally partly cloudy with southerly winds at 5mph. It had stop- - and- - go arms which were systematically raised and lowered to regulate the flow of traffic. The device was the precursor of others which brought order out of chaos on the nation's streets. But, curiously enough. Morgan gained his measure of fame not for this but for another invention the gas mask. He was the hero of a tunnel disaster in Cleveland which put his device to a practical test.
