In the opinion of the Assistant Secretary of Defense for Health and Environment, the use of serious physical handicap" in the legislation is intended to do two things: 1. It precludes coverage for those persons mentioned above. 2. It conveys the concept that qualifying for benefits under the Program for the Handicapped requires a confirmed diagnosis of disease, injury or other impairment of such severity as to make a person sulwtantially incapable of engaging in the usual and customary or normal activities expected of unimpaired persons in his age group. It is the opinion of the Assistant Secretary of Defense for Health and Environment that current CIIAMPUS entitlement determination procedures are inadequate to insure the exclusion of persons not meeting this requirement. This matter is under review and additional guidelines will be provided at a later date. As an interim measure and pending the revision of DOD Instruction 6010.4 the following guidelines are to be used in reviewing applications for orthodontic care under the Program for the Handicapped received after July 15, 1973: 1. An individual under nine years of age will not be approved for orthodontic treatment. 2. An individual nine years of agp or older with a minimum valid score of 25 on CIIAMPUS Form 161, HandiDeviations, shall be presumed to be capping Labio-Lingueligible for appropriate orthodontic treatment provided the application does not disclose that the proposed treatment Ls primarily for one or more of the following: A. Cosmetic purposes. B. The support of other treatment modalities such as the realignment! of abutment teeth to facilitate the place- ment of prosthetic appliances. Q Assistance in the treatment of a periodontal condition. For individuals over 18 years old, the application must be supported by certification of the orthodontist or other qualified dentist who is to provide the services that the requested treatment is not for one of the disqualifying reasons set forth alxwe. al n IOT FILLETS ADED FISH STICKS Premium EBQ Swifts l2oz. On May 14, 1973, the Supreme Court ruled that female memliers of the armed forces are entitled to the same dependents' lienefits as men. Up to that time, married servicewomen had to prove they are contributing more than half of their husbands' support in order to qualify, while men have received the Itcnefits automatically whether supporting their wives or not. This ruling means that the husbands and unremarried widowers of servicewomen are not eligible for CIIAMPUS Irenefits. These men should contact their wives parent service to receive their identification cards. Eligibility determinations and issue of the appropriate identification cards are the responsibilities of the uniformed service concerned.
