The appendix consists of a Vietnam speech Nixon was to deliver on March 31, 1968; but he was upstated in spectacular fashion by LBJ's announcement of his retirement that day. Whalen, ironically enough, ends up viewing Nixon just as many liberal'-- do - as a politician of more image than substance who maneuvered himself into the White House without a clear notion of what he wanted to do when he got there. As a result, according to Whalen, Nixon hasnt done nearly enough to change the engrained liberal slant of federal agencies and programs.
