A SERIOUS CRISIS THAT CALLS FOR QUICK The Interstate (UPD -Commerce Commission (ICC) Wednesday dismissed as unnecessary petitions by the state of Utah and the Utah State Industrial Promotion Board to halt discontinuance proceedings by Union Pacific Railroad for passenger trains 5 and 6. ICC acting Secretary Andrew Anthony said the petitions were unnecessary because an ICC order of June 18, 1969, ruled the trains must continue for four running months pending an investigation into the adequacy of passenger service. Charge Hurled At Merit Tests fast-growi- To Seek Bids Salt Lake County commissioners decided today to advertise for bids to construct the Big Cottonwood Retention Park at 48th South and about 15th East. The retention park will be constructed to hold back high runoff and flood waters in Big Cottonwood Creek so the people below 13th East will not be inundated with water. The water will not be retained in the park for long periods of time, but will be released gradually as the high water subsides. The plans call for building a three-side- d dike around Ihe pond. The park will be used for recreation purposes when not being used for flood con- trol The commissioners also approved two conditional use permits. One was for the new St. Marks Hospital at 13th East and 39th South and for a water tank at 2991 E. Bluebell Dr. The water tank will be owned by the Holladay Water Co. Utah merit tests, which potential state employes must pass before receiving a job, were called discriminatory and ridiculous today by Elizabeth Vance, field representative for the Anti - Discrimination Division, Utah Industrial Commission. The criticism was brought before the Utah Merit Council meeting in the State Capitol. Mrs. Vance, a former state legislator, said many times the test has nothing to do with the job sought.
