Thatcher, di rector of the division of public health engineering with the State Board of Health, "Status Attorney General Joseph ,Chez today had assigned to himself the task of deciding whether or not the Salt Lake School District may exceed' the legal maximum tax levy with permission of the State Tax Commission and the State Board of Education. ' The present limit for a tax levy for the Salt Lake district is 10 mills and the board, with permission of the Salt Lake County Commission has applied for permission to fix the operating levy at 11,3 mills. The Tax Commission requestetkan opinion. The Salt Lake district has for several yeaers levied beyond its independent authority and it has been assumed that the law permits the board to do this if it obtains permission from the county commission to levy. An independent section states that cities of the first and second class each constitute one school district and then section entitled. "Limit of Tax In City Districts" says nothing about permission to apply for a levy beyond the specified limit. Supt. Charles H. Skidmore of the State Department of Public Instruction has authority to advise school boards on legal ques- .. ,,,.:-- Skidmore. of Sewage Disposal in Utah;" and, Newell W. Pickett, chief sanitarian with the State Board of Health, "Sanitary Methods Where No Water Carriage System is Available." At the afternoon session May 10, City Commissioner Vern B.
