There was nothing wrong with the heating apparatus except that no coal was put into the furnace- - When the landlord was brought before the magistrate it was discovered that he was an old offender, and had faced the court once before on the same complaint. It Is thought the payment of half a thousand .dollars will serve as a distinct reminder during the rest of the cold spell, though it is not to be doubted that he will get that $500 out of his tenants in some way or other. This landlord, like many others, especially in the congested districts of the eastern cities, knew he ran little risk of losing his tenants when they found their house cold, for the simple reason that there was no place else for them to go. Housing conditions are such that landlords have no competition in getting their houses filled; so the energy wtiich the competition of the old days used to call for they gpPm now to utilize in seeking out new and novel ways by which they can sting their victims. This, of course, is not representative perhaps of landlords as a whole, but 11 Is typical of a certain clasiLof them. Because of the activities of this class many cities and states have found it necessary to invoke special housing laws for the protection of those who do not own then homes and are therefore dependent Upon landlords. Western cities, and Salt Lake in particular, to not have this problem to contend with in such marked degree as the more crowded centers; but the avaricious and domineering landlord Is occasionally heard of even here.
