Whatever has been defened or stinted must be made up at some time, wear and tear go on unceasingly and cannot be escaped by postponement. Every increase In street car fare has been attended by comewhat of a decrease. in patronage, although that decrease is far from as serious aa some people think. The costs for the year 1919, therefore, do not reflect the full twelve months cost of the present wage scale. The increase which was granted the employ- ees May 1, 1919, amounted to $7500 per month. If that scale had been in effect for twelve instead of only eight months, the cost for labor would have been $30,000 more than it was. This,' in turn, would have made the cost per passenger higher than 6.51 cents. Neither can the Returns on the Investment be stinted without destroying the credit and desirability for investment of the Utility and thereby force it to pay higher rates for the money it requires for extensions, improvements and additions so as to keep up with the growth of the community in which It operates. Should the Traction Company tition for a fare, a 7-ce- 4-ce- nt pe-- 1 nt school ticket and a transfer charge be granted, what would 1-c- ent be the average rate of fare? Allowing for a 5 per cent decrease in traffic, it is estimated that: nl $92,490 per year Deferred TROVO, April ft.
